After Kinmen was lifted from battlefield administration in November 1981 and opened to tourism, various construction projects have advanced by leaps and bounds. However, there is still a lack of colleges and universities to cultivate outstanding talents and improve local academic and cultural standards. After various struggles and efforts by local people, Wu Qingji, Director of the Ministry of Education's Technical Affairs Department, went to Kinmen together with President Huang Guangzhi of the National Kaohsiung Institute of Science and Technology (now the National Kaohsiung University of Applied Science) and managers of relevant units on July 3, 1984. We conducted inspections and discussions to discuss the feasibility of setting up a second major program in Kinmen. After discussion and resolution, the National Kaohsiung Institute of Science and Technology was requested to set up a branch in Kinmen, and it was officially established in July 1986 after approval by the Ministry of Education. On August 2, 1986, Minister of Education Wu Jing went to Kinmen to preside over the unveiling ceremony. The first institution of higher learning in Kinmen was born in Yan.
